Abstract

Determining suitable land rights takes handling complex agrarian laws and regulations, often resulting in frustration among land applicants and the commission of mistakes. This research created a decision support system (DSS) online using the analytical hierarchy process (AHP) to guide the public on what land right type they should apply for. The study employed a design science research approach supported by quantitative methods. The gathering process of data was through legal literature reviewing, the collection of AHP weights by expert interviews, and a needs analysis questionnaire answered by 20 public individuals. The development was done based on the Laravel stack, which was tested using the black-box and real-world cases. The six AHP criteria and seventeen sub-criteria, which have been included into the model, have generated Consistency Ratios lower than 0.1 and thereby have demonstrated rational consistence. When putting three applicants' real-world cases together, system recommendation was perfectly in accord with expert-level decision by legal basis - match score of a hundred percent. With this paper, we managed legal rules into the form of a model of multi-criteria decision which is amenable, on one hand, to hard legal constraints and, on the other, to flexible user preferences. From practical point of view, the web-based system is able to work as a trustworthy tool of assistance before the formal submission of documents reducing errors caused by mistakes or ignorance and That means making land administration services more efficient for the citizens at large.
