Abstract

“Be careful you know, it’s not safe out there lately”. Such sentences are often heard lately in urban societies. In big cities in Indonesia, such as Jakarta, Medan and Surabaya more and more crimes occurred every day not only in terms of quantity but also offenders’ characteristics (male and female, adults and children), methods, and motivations. Particular legal sentences demonstrate that there is fear of crime in society. Such fear makes people experience victimization not only for their sacrifice but also the opportunity cost of other things. That is people need more efforts and cost to “buy” some sort of secure feeling. Starting from building the high-iron-fence outside the house, using secured window for the house, up to using the security services (bodyguard). People have become unsafe to do their activities outside the house, especially at night. Ironically, while people are locked in their house, the criminals are free to ramble. Why does it happen? What is wrong? One undeniable thing, however, is that the hazardous circumstances will further lead to reactions in the society
