Abstract

The enactment of Law Number 1 of 2023 concerning the National Criminal Code (KHP Nasional) marks a change in the criminal law paradigm in Indonesia through the strengthening of the concept of Restorative Justice and the recognition of living law as part of the national legal system. This change requires the readiness of community leaders as the main actors in deliberation based dispute resolution at the village level. Community service activities in Tuban Regency aim to optimize the understanding and skills of community leaders in implementing Restorative Justice in accordance with the provisions of the National Criminal Code. The method used is Participatory Action Research (PAR) combined with the Clinical Legal Education model through the stages of identifying partner needs, legal counseling, penal mediation simulation, training in the preparation of peace agreement documents, and evaluation with pre-test and post-test. The results of the activity showed an increase in participants' understanding of the concept of Restorative Justice, the scope of cases that can be resolved through peace, and the ability to prepare peace documents that are more systematic and have administrative power. In addition, the preparation of practical modules and the draft of Standard Operating Procedures (SOPs) for village mediation are important outputs for the sustainability of the program. This activity contributes to strengthening the synergy between state law and the law that lives in society so that dispute resolution can be carried out fairly, participatoryly, providing legal certainty, and maintaining social harmony.
