Abstract

This article examines the challenges and legal problems in the implementation of State Administrative Court (PTUN) decisions by state administrative officials in Indonesia. Although normatively PTUN decisions with permanent legal force are binding and must be executed, in practice their implementation faces various structural, regulatory, and cultural obstacles. Using a normative juridical method with statutory and conceptual approaches, the study analyzes Article 116 of Law No. 5 of 1986 and its amendments, as well as relevant academic studies. The findings indicate that the main weaknesses lie in the ambiguity of execution norms, the absence of a dedicated executorial body, weak supervision of non-compliant officials, and the ineffectiveness of dwangsom and administrative sanction mechanisms. These conditions contradict the rule of law principle and undermine legal certainty for justice seekers. The article offers recommendations for normative and institutional reform to strengthen the enforceability of PTUN decisions within Indonesia's administrative law system.
