Abstract

This study aims to analyze cross-sectoral coordination in disaster management within coastal areas, focusing on Tanah Merah District, Indragiri Hilir Regency, Riau Province. The region is characterized by high vulnerability to hydrometeorological hazards, particularly landslides triggered by coastal abrasion and intense rainfall on unstable peatland. This research employs a qualitative approach using a case study design. Data were collected through in-depth interviews, field observations, and document analysis involving informants from the district government, BPBD, village administrations, local communities, and private sector actors. Data analysis used the Miles and Huberman interactive model. The findings indicate that cross-sectoral coordination has been established but remains suboptimal, marked by ineffective inter-agency communication, limited program synchronization, unclear role delineation, and insufficient collective commitment. Disaster mitigation efforts have been undertaken through structural and non-structural measures but continue to face constraints including limited financial resources, restricted geographical accessibility, and low community participation.
