Abstract

This study examines and compares the financing systems implemented by Bank Syariah Indonesia (BSI) and Bank Mandiri for civil servants (ASN) at Politeknik Pelayaran Sulawesi Utara (Poltekpel Sulut) from an Islamic economics perspective. Using a mixed-method approach with a Sequential Explanatory strategy, primary data were obtained through in-depth interviews with five purposively selected informants, comprising bank marketing officers, institutional finance managers, and ASN employees as customers, supported by secondary data such as cooperation agreements, banking regulations, DSN-MUI fatwas, and academic literature. The findings show that Bank Mandiri applies an effective interest-based credit scheme of around 8% per year with a one-working-day disbursement process, while BSI uses the shariah contracts of murabahah, musyarakah mutanaqisah (MMQ), and ijarah with a 9% margin fixed at the outset of the contract and a disbursement process of about one week. From the perspective of Islamic economics grounded in maqashid al-syariah, BSI's financing system better reflects the values of justice ('adl), transparency (tabligh), and risk-sharing partnership (musyarakah), whereas Bank Mandiri's interest-based system falls under riba nasi'ah, which places the entire financial risk on the debtor. This study recommends strengthening Islamic financial literacy among civil servants and developing shariah-compliant financing products at maritime vocational education institutions to realize an inclusive, equitable national financial system consistent with Islamic ethics.
