Abstract

Sudirman Park is one of the active public green open spaces in Semarang City that supports the social functions of urban communities, such as social interaction, recreation, and sports. However, several aspects supporting the social functions of this park are still not optimal, including damaged pedestrian paths, limited seating, minimal shaded areas, damaged vegetation due to high intensity of use, and inadequate lighting at night, which causes discomfort and hinders social activities. This study aims to formulate development strategy of public green open space city prk based on social function in Sudirman Park, Semarang. The method used is descriptive qualitative with SWOT analysis (Strengths, Weaknesses, Opportunities, Threats), then compiles the IFAS and EFAS matrices as the basis for formulating the strategy. The results show that Sudirman Park has strengths such as free Wi-Fi, the R.M. Bambang Soeprapto Monument, a strategic location, diverse vegetation, as well as park benches and children's play areas, but also has weaknesses such as the lack of parking and sports facilities, minimal security, uneven shade, and low utilization by local residents. External opportunities include government policy support, while threats include illegal parking and nighttime security risks. The SWOT analysis places Sudirman Park in Quadrant I (Strength-Opportunity), so development strategies prioritize optimizing the park's potential through organizing social, cultural, and educational activities, improving facilities and accessibility, organizing parking and informal activities, and strengthening collaboration between the government, community, and the public to optimize Sudirman Park's social function.
