The degradation of approximately 30 hectares of coral reef ecosystem, caused by past fish bombing and potassium (cyanide) fishing practices, has reduced fishermen's catches and deepened the structural poverty of the coastal community of Pandanan, North Lombok Regency. This study aims to analyze the role of community empowerment in coral reef ecosystem rehabilitation efforts through the BASERA (Bale Segara Pandanan) Program initiated by PT PLN Indonesia Power UBP Jeranjang since 2021. The research employs a qualitative descriptive approach with a case study method, processing primary data from interviews and documentation of the field activities of the Pokmaswas Pandanan. The findings show that coral reef rehabilitation was carried out through a phased empowerment approach over five years (2021–2025), starting from the establishment of the Pokmaswas institution, diving certification, and the innovation of the Block MACS (Modullar Ash Coral Structure) that made from FABA (Fly Ash Bottom Ash), and conservation financing scheme through Coral Adoption. The area of transplanted coral reef increased from 100 m² to 840 m² in 2021-2026. That success is inseparable from the strengthening of community capital: natural, social, individual, intellectual, infrastructure, and cultural. The program also produced local hero figures and a community leadership regeneration mechanism. This study concludes that coral reef ecosystem rehabilitation will be more effective and sustainable when directly integrated with economic incentives and the strengthening of coastal communities' social capacity, rather than being treated solely as a technical-ecological intervention.
