Abstract

This study examines the evidentiary requirements for attributing an individual offender to a narcotics network in a case investigated by Batu Bara Resort Police. The case concerns Mhd. Roni, who controlled a plastic clip suspected of containing methamphetamine, stated that he obtained it from Ijal, and said that it would be delivered to another person frequently encountered at the port. The research uses an empirical juridical method with statutory, conceptual, and case approaches based on the examination report, interviews with investigators, statutory law, and legal literature. The findings show that network involvement must be proven through concrete acts, knowledge, the purpose of possession, and the offender’s relationship to the movement of narcotics rather than through the label “network” alone. Evidence includes seized methamphetamine, a mobile phone, officer testimony, laboratory results, suspect statements, and development toward other named persons, while obstacles include incomplete identities, closed network structures, limited digital evidence, ambiguous roles, hard-to-find witnesses, and inconsistencies in dates that require formal clarification
