Abstract

The increasing use of web-based public service applications in supporting administrative and citizen services requires systems with high performance efficiency to ensure fast, reliable, and responsive service delivery. However, many existing evaluations focus primarily on functionality and usability, with limited attention to performance efficiency based on standardized quality models. This study aims to evaluate and rank the performance efficiency of web-based public service applications using the ISO/IEC 25010 model and the Simple Additive Weighting (SAW) method. The proposed approach maps performance efficiency characteristics into measurable indicators, including load time, response time, and performance score, obtained through web performance testing. Data were collected from three public service applications and analyzed using the SAW method, which involves normalization, weighting, and preference value calculation to produce a ranking. The results show that Application A3 achieved the highest performance efficiency score (1.000), followed by Application A1 (0.916) and Application A2 (0.694), indicating significant differences in system responsiveness and efficiency. These findings demonstrate that performance efficiency has a direct impact on user experience and service effectiveness in e-government systems. The integration of a standardized quality model with a multi-criteria decision-making method provides a structured and objective evaluation framework. This study concludes that the proposed approach is effective in identifying performance gaps and supporting decision-making for improving web-based public service applications
