Abstract

Objective: This study aims to analyze and describe the implementation of egovernment in improving tourism information services through the SRI GITARJA website in Mojokerto Regency. Method: This research uses a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and documentation, with informants selected using purposive sampling. Data analysis uses the Van Meter and Van Horn (1975) policy implementation theory covering six dimensions: Policy Standards and Objectives, Resources, Inter-organizational Communication and Implementing Activities, Characteristics of Implementing Agents, Social, Economic, and Political Conditions, and the Disposition or Attitude of Implementors. Results: The results show that the implementation of the SRI GITARJA website has not run optimally due to various obstacles, including limited financial resources and human resources in the field of information technology, technical problems such as submenu errors and recurring cyberattacks, low utilization of the online booking feature, and the absence of a structured evaluation mechanism. Novelty: The novelty of this study lies in the application of Van Meter and Van Horn’s policy implementation theory to evaluate the implementation of e-government in tourism information services through the SRI GITARJA website in Mojokerto Regency. The study integrates six dimensions of policy implementation to identify the interrelated institutional, resource, technological, and user-utilization barriers affecting digital tourism services. In particular, it highlights the importance of addressing recurring cyberattacks, limited information technology resources, low utilization of online booking features, and the absence of a structured evaluation mechanism to improve the effectiveness and sustainability of local government digital tourism services.
