Abstract

Ensuring fairness and justice in Bangladesh’s electoral process has become an increasingly complex institutional challenge. Empirical observations suggest that opportunities for irregularities exist in both paper ballot systems and electronic voting machines (EVMs), including the occupation of polling centres, fraudulent voting, administrative bias, and interference by law enforcement agencies or politically influential groups. These issues have progressively eroded public confidence, reduced voter participation, and undermined the legitimacy of the democratic process. Reports of violence, fatalities, and extensive irregularities in recent elections have further deepened the crisis of trust. Many voters perceive limited opportunity to exercise their suffrage rights freely, while others abstain from voting due to a belief that electoral outcomes are predetermined. This erosion of confidence not only weakens democratic institutions but also affects the overall governance system. Addressing these challenges requires more than administrative reform; it calls for the strategic integration of technological and institutional innovations. Biometric or fingerprint-based voting machines may offer a viable pathway toward reducing fraud and enhancing procedural transparency. However, technology must be embedded within a transparent, accountable, and legally coherent electoral governance framework to effectively rebuild public trust and strengthen the democratic foundation of Bangladesh.
