The study focuses on data and findings from the Annual Report of the Alliance of Independent Journalists (AJI) Indonesia, which shows a trend of increasing violence from year to year, ranging from verbal intimidation, confiscation of work equipment, physical abuse, digital attacks, to criminalization through legal instruments. This phenomenon confirms that journalists are still in a vulnerable position, while the legal protection that should be in place has not been fully able to provide a sense of security and certainty. The research methodology used a normative and empirical legal approach by examining applicable legal instruments, including the Press Law, the Electronic Information and Transactions Law, the Criminal Code, the Human Rights Law, the Public Information Disclosure Law, and Article 19 of the ratified ICCPR, in addition to Press Council regulations. This normative analysis is then combined with empirical data from AJI's annual reports to obtain a factual picture of the trend of violence against journalists. The results of the study show that the Press Law is still declarative in nature because it does not regulate in detail the mechanisms of protection that can be enforced, while implementation in the field is often marked by the negligence of law enforcement officials, resulting in many cases being stopped at the reporting stage without any follow-up action. These findings reveal a gap between legal norms and reality on the ground. Violence against journalists is not only treated as a common criminal offense, but also as a serious threat to press freedom and human rights. The fact that perpetrators enjoy impunity, the weakness of the protection system, and the absence of specific mechanisms indicate that legal protection is still half-hearted and has implications for self-censorship among journalists. Based on the results of this study, it is necessary to reformulate policies by revising the Press Law and establishing more specific, comprehensive, and adaptive derivative regulations to meet the challenges of the digital age. Strengthening coordination between law enforcement agencies, state institutions, and press organizations such as AJI is a strategic step in creating a safe ecosystem for journalistic work. This study highlights the serious imbalance between legal norms that promise protection and implementation practices that are still far from expectations, thus encouraging the need for firm, consistent law enforcement that supports the independence and safety of journalists as pillars of democracy.
