Abstract

This conceptual study develops a Penta Helix framework for strengthening sharia insurance adoption among informal workers in DKI Jakarta, supported by Focus Group Discussion (FGD) data from informal workers and sharia insurance experts. Informal workers often face income instability, occupational risks, and limited access to formal social protection, making sharia insurance relevant for inclusive risk management. However, its adoption remains limited due to low literacy, affordability concerns, limited trust, product complexity, and weak stakeholder collaboration. Using the Penta Helix perspective, this study maps the roles of academia, business, government, community, and media in enhancing awareness, accessibility, trust, and participation in sharia insurance. FGD insights provide contextual understanding of informal workers’ needs, perceptions, and adoption barriers, while expert perspectives enrich the analysis of institutional challenges and strategic opportunities. The study proposes an integrated framework emphasizing collaborative literacy programs, affordable and simple product design, community-based distribution, regulatory support, and effective media communication. This research contributes to Islamic financial inclusion literature and offers practical implications for policymakers, sharia insurance providers, community organizations, and other stakeholders seeking to expand social protection for urban informal workers.
