The Labanan–Tepian Buah Main Road is one of the strategic road segments in Berau Regency that plays an important role in supporting community mobility and the distribution of goods and services. Along with increasing traffic loads and the demand for better road services, a pavement structure with higher durability and longer service life is required. This study aims to analyze the implementation of a design review from flexible pavement to rigid pavement for the reconstruction project of the Labanan–Tepian Buah Main Road in Berau Regency. The research method was conducted through a design review analysis of the initial pavement design, evaluation of alternative pavement structures, and comparison of construction costs and implementation duration between the two pavement types. The results show that the application of rigid pavement provides improved structural performance and a longer service life compared to flexible pavement. In terms of construction costs, flexible pavement requires a cost of IDR 3,128,558,000, while rigid pavement requires IDR 8,565,765,765. Regarding construction duration, flexible pavement requires approximately 8 working days, whereas rigid pavement requires around 20 working days. Although rigid pavement requires higher initial costs and longer construction time, it is considered more suitable for roads with high traffic loads due to its better structural durability, lower maintenance requirements, and improved efficiency in road management throughout its service life. The results indicate that the design review process can serve as an effective approach for determining more sustainable and efficient pavement alternatives in road infrastructure development.
