Abstract

This study aims to analyze passenger load factor and flight route conditions as a basis for air transportation development policy at Sultan Mahmud Badaruddin II International Airport, Palembang. The study employed a quantitative descriptive approach with a time-series design. Secondary data from 2022 to 2025 were analyzed using 48 monthly observations covering flight slots, realized flights, seat capacity, passenger numbers, and flight routes. The analysis was conducted by measuring slot utilization and passenger load factor and comparing operational conditions across routes and airlines. The results indicate variations in slot utilization and passenger load factor across flight routes. The PLM–CGK–PLM route recorded a slot utilization of 71% and a load factor of 88%, while PLM–BTH–PLM recorded 78% and 84%, respectively, and PLM–HLP–PLM recorded 63% and 85%. The PLM–JED–PLM route recorded 100% slot utilization and a 97% load factor, although only six slots were planned. By airline, Pelita Air recorded the highest slot utilization at 88%, while Super Air Jet recorded the highest passenger load factor at 89%. The findings indicate that slot realization and passenger load factor are complementary indicators for evaluating flight route conditions. Routes with relatively high realization and passenger load factors may become priorities for capacity and frequency optimization, while routes with low realization require further assessment of demand, airline operations, and other supporting factors. The findings provide an empirical basis for developing air transportation policies that consider capacity utilization, connectivity, flight realization, and potential demand for each route.
