The Quality Family Village Program (Kampung KB) is a family-based development policy designed to improve human resource quality, strengthen family institutions, and integrate interventions in population affairs, family planning, health, education, social development, and the family economy. At the local level, however, program effectiveness may be constrained by uneven community participation, limited implementation capacity, intersectoral coordination, and insufficient economic empowerment. This study aims to analyze the effectiveness of the Kampung KB Program in improving community well-being in Padang Bulan, Medan City, identify its impacts, and formulate directions for program development based on local community needs. The study employed a descriptive qualitative approach. Data were collected through interviews, observations, and documentation involving the village head, Kampung KB program managers, community cadres, and program beneficiaries selected through purposive sampling. Data were analyzed using the Miles, Huberman, and SaldaƱa model through data condensation, data display, and drawing and verifying conclusions. Program effectiveness was examined using the indicators of goal attainment, integration, and adaptation. The findings indicate that the Kampung KB Program has been relatively effective in increasing community knowledge and awareness of family planning, family health, and family development. Intersectoral integration has also been supported by coordination among the local government, family planning extension workers, cadres, health facilities, the Family Welfare Empowerment organization, and the community. Nevertheless, program effectiveness remains constrained by limited economic empowerment and uneven community participation. The study recommends strengthening an integrated Kampung KB model oriented toward local needs through improved family health services, community participation, intersectoral networks, and family economic empowerment.
