Abstract

This study aims to analyze the policies and programs implemented by the local government and relevant agencies to advance gender equality in the coastal development of Tembilahan, Indragiri Hilir. The research addresses the strategic efforts required to foster effective gender mainstreaming at the regional level. Employing a qualitative methodology, data were collected through in-depth interviews and a comprehensive literature review. The research framework is grounded in Hugo Krabbe’s Rule of Law theory—which posits the supremacy of law within the state—alongside the theory of legal protection. The findings reveal that gender mainstreaming has become a central priority for the local government to empower women and achieve gender justice in the Indragiri Hilir Regency. To accelerate gender equality in regional development, the government has instituted several concrete measures, including the compilation of gender-disaggregated data, the establishment of a gender mainstreaming working group, the formulation of a gender-responsive budget, and the enactment of specific Regent Regulations (Peraturan Bupati).
