Abstract

This study aims to identify the strategy of the Communication and Information Office (Diskominfo) of the Special Region of Yogyakarta (DIY) in improving community digital literacy through the development of Community Information Groups (KIM). Using a descriptive qualitative approach, data were collected through observation, in-depth interviews with 12 informants, and documentation, analyzed using the Miles and Huberman model. The analytical framework applies Jack Kooten’s (1991) four-indicator strategy typology integrated with digital literacy theory (Naufal, 2021; Hague, 2010). Findings show that organizational and program strategies are well implemented with measurable behavioral changes among KIM members. However, the resource support strategy faces significant inter-regional budget disparities, and the institutional strategy has not been fully realized at the sub-district level. Supporting factors include Permenkominfo No. 4/2024, member volunteerism, and cross-institutional collaboration. Inhibiting factors include budget inequality, digital competency gaps among elderly members, and low public awareness of KIM.
