Abstract

ABSTRACT This study aims to analyze the business owner's strategies in managing human resources (HR), identify the obstacles encountered, and determine the influence of HR management strategies on Toko Bangunan Maju Jaya in Madu Sari Village, Kubu Raya Regency. This study employed a qualitative approach with a descriptive case-study design. Data was collected through in-depth interviews with the owner and six employees, non-participant observation, and documentation, then analyzed through data reduction, data presentation, and conclusion drawing, with credibility established through source, technique, and time triangulation. The results show that HR management strategies are implemented through trust-based recruitment relying on local proximity and honesty, on-the-job training for new employees, financial and non-financial incentives, direct supervision through attendance records and CCTV, and a family-oriented work culture. These strategies contribute to employee comfort, loyalty, and work continuity. However, challenges remain in structured career development, and long-term welfare guarantees such as employment insurance. Therefore, a more structured career path system and periodic training program are needed to ensure that HR management at small and medium enterprises can be implemented effectively and sustainably.

Abstract

This study aims to identify and analyze the factors influencing human resource (HR) performance and their role in the successful implementation of a housing construction project managed by PT Andika Fahadi Putra in Kubu Raya Regency, West Kalimantan. A qualitative approach with a single case study design was employed. Data was collected through in-depth interviews with five key informants, participatory field observation, and documentation review, then analyzed through data reduction, data display, and conclusion drawing, with validity established through source and technique triangulation. The results show that five project management factors are the most dominant in shaping HR performance: a clear division of tasks and authority, smooth communication and coordination, directed supervision and control, a fair and appreciative motivation system, and adequate facilities supported by contingency planning for external constraints such as weather and material delays. Management has responded to these factors through detailed job descriptions, routine coordination meetings, a standardized complaint-handling procedure, a firm yet humane supervisory approach, weekly performance evaluation, and flexible scheduling. Furthermore, project effectiveness is shown to depend on four interrelated HR dimensions competence, motivation, discipline, and supervision that jointly determine the quality, timeliness, and efficiency of project outcomes. The study concludes that internal management and HR capacity, rather than external conditions alone, are the primary determinants of construction project performance.
