Abstract

This paper aims to analyze the management of female farmer empowerment to strengthen household food security in North Minahasa Regency. The research method employed a descriptive qualitative approach. Information and data were collected through in-depth interviews, observation, and document review, which were then validated using data triangulation and analyzed using the Miles and Huberman interactive model. The results indicate that the management of female farmer empowerment is carried out through integrated cross-sectoral planning functions and program implementation strategies focusing on three main capitals: human capital strengthening (food literacy, financial, and entrepreneurship training), technology capital (provision of processing facilities and technology), and organisational capital (strengthening Women Farmers Groups/KWT and business legality). The empowerment program has a positive and significant effect on the transformation of women's roles as decision-makers, local food product diversification, and enhancing household capacity to manage food availability, access, utilization, and sustainability.
