Abstract

This study aims to examine human resource arrangement and workload in relation to employee performance at the Finance and Owner’s Estimate (HPS) Subsection of PT Perkebunan Nusantara IV Regional I. This study employed a descriptive qualitative approach with a case study method. Data were collected through in-depth interviews, open-ended written responses, observation, documentation, and supporting work data from December 2025 to March 2026. The data were analyzed through data condensation, data display, root cause analysis using a Fishbone Diagram with the 6M approach, simple workload analysis, and conclusion drawing. The findings show that task assignment and employee competencies are generally appropriate. However, the number of employees is not fully aligned with the actual workload, particularly due to multiple-job responsibilities, repetitive work caused by rejected or returned packages, the RH process when material prices are not updated in SIMARISGA, the need for physical signed documents, and additional working time. Work data from December 2025 to March 2026 show 2,375 incoming packages, 1,690 submitted packages, and 636 rejected or returned packages. These conditions are related to employee performance, particularly in terms of timeliness, accuracy, the ability to complete work volume, and task effectiveness. The proposed improvement design includes workload mapping and analysis, human resource arrangement and fulfillment, reduction of multiple-job responsibilities and regeneration, control of repetitive work, system digitalization and training, as well as workload monitoring and evaluation.
