Abstract

Organizational progress is closely associated with the performance of individuals who carry out their duties and responsibilities within their respective roles. This study focused on PT XYZ, specifically examining employee performance evaluation based on the completion of software development projects. A decline in application development projects had reduced the company’s competitiveness and negatively affected its financial performance. To address this issue, the study aimed to implement the FCAPS framework using the FCP approach as a multicriteria employee performance evaluation system based on the AHP–TOPSIS method. The AHP–TOPSIS method was selected to optimize criterion weighting and generate more objective rankings among alternatives. Through the AHP decision-making process, weights were assigned to evaluation criteria derived from the C1, C2, and C3 components of the FCAPS framework. The study compared the existing evaluation results with those obtained after implementing the proposed system at PT XYZ. The initial evaluation results showed a left-skewed distribution that deviated from the expected normal distribution pattern, whereas the post-implementation results demonstrated a more structured distribution pattern that was closer to the targeted normal distribution.
