Abstract

Micro, Small, and Medium Enterprises (MSMEs) are strategic pillars of the Indonesian economy, yet their global market contribution remains constrained by significant digitalization barriers. This study aims to identify, categorize, and synthesize the fundamental challenges hindering the digital transformation of MSMEs in Indonesia. Employing a Systematic Literature Review (SLR) methodology, this research analyzes 18 selected scholarly articles published between 2023 and 2025. The findings reveal six primary pillars of obstruction: human resource and digital literacy deficits, technological infrastructure inequality, financial restrictions, psychological and cultural resistance, cybersecurity vulnerabilities, and the ineffectiveness of external support programs. A specific finding highlights a "digital scalability gap," where traditional manual production capacities often fail to meet the surge in demand within the online ecosystem. This research contributes an integrated framework for policymakers and practitioners to design precise intervention strategies, ultimately fostering sustainable digital inclusion and enhancing the competitive resilience of the MSME sector in the digital age.
