Abstract

Digital gaps remain a critical challenge to educational development in the era of globalization, particularly in remote areas of Indonesia. This study examines technological access inequality and its implications for educational justice. The study employs a literature review by analyzing scientific articles, official reports, policy documents, and previous research. The findings reveal that digital disparities are driven by inadequate infrastructure, limited internet affordability, economic inequality, low digital literacy, insufficient teacher competencies, and uneven policy implementation. These conditions restrict students’ access to digital learning resources, reduce participation and learning opportunities, and contribute to disparities in educational quality and socioeconomic development. The findings demonstrate that improving infrastructure alone is insufficient to achieve educational equity. The study therefore implies the need for integrated interventions involving government, schools, communities, and technology providers. Key priorities include affordable connectivity, equitable infrastructure, digital literacy development, teacher capacity building, accessible learning resources, and locally responsive policies to strengthen digital inclusion and educational justice
