Abstract

This study aims to analyse the fulfilment of the rights of persons with disabilities in relation to passenger transport services provided by non-scheduled public motor vehicles in the city of Palu and to identify the factors that hinder their implementation. The research method employed is empirical legal research using a qualitative approach.  The research findings indicate that the fulfilment of the rights of persons with disabilities in non-scheduled passenger transport services in Palu City has not yet been optimally implemented. This is evidenced by the lack of adequate accessibility facilities, such as ramps and storage space for assistive devices, the lack of active assistance from drivers to passengers with disabilities, and the failure to implement specific service standards tailored to the needs of persons with disabilities. Furthermore, several barriers were identified, namely the limited physical accessibility of vehicles, a lack of understanding and training among drivers regarding disability services, weak oversight by local government, and the suboptimal implementation of existing policies and service standards. Based on the research findings, it can be concluded that the implementation of legal protection for the rights of people with disabilities in non-scheduled passenger transport services remains ineffective. Therefore, improvements to accessibility facilities, strengthened supervision, and enhanced capacity of drivers and service providers are required to realise an inclusive, safe, comfortable, and equitable transport system for people with disabilities.
