Abstract

This study aims to examine the management of flagship programs of graphic design and programming, identify the constraining factors in their implementation, and explore the solutions applied to address these challenges. A qualitative research design was employed to gain an in-depth understanding of the phenomena within its natural context. Data were collected through semi-structured interviews with key informants, including the Mudir and teachers, supported by observations and document analysis to ensure data triangulation. The data were analyzed using an interactive model, involving data reduction, data display, and conclusion drawing to generate meaningful interpretations. The findings reveal that program management has been implemented through systematic stages, including planning, organizing, actuating, and controlling, which contribute to the development of students’ technical and creative skills. However, several constraining factors are identified, such as lack of teacher discipline in attendance and administrative reporting, low student involvement and enthusiasm, as well as distractions from gadget use that affect students’ focus during learning. To address these challenges, the institution and teachers implemented several solutions, including strengthening teacher discipline through monitoring, regulating gadget use, applying interactive and student-centered teaching methods, contextualizing learning materials, and reinforcing structured classroom management with continuous guidance and motivation. In conclusion, the effectiveness of flagship program management is shaped by the interplay between structured managerial practices, existing constraints, and adaptive solutions. The study highlights the importance of combining institutional discipline with student-centered pedagogical strategies to create a more effective and engaging learning environment.
