Abstract

The global food crisis, driven by geopolitical conflicts, climate change, food inflation, and supply chain disruptions, highlights the need for a more resilient and preventive food governance framework. Previous studies have examined food security from Islamic economic and Qur'anic perspectives, yet they have not integrated preventive food governance, Islamic economic resilience, and the sustainability of the Islamic economic ecosystem into a comprehensive conceptual model. This study aims to reconstruct the preventive food governance principles derived from Surah Yusuf into an Islamic Food Security Governance model to strengthen Islamic economic resilience. A descriptive qualitative approach using library research was employed. Secondary data were obtained from the Qur'an, Qur'anic exegeses, scholarly literature, regulations, and relevant international reports. The study was limited to a conceptual analysis without empirical validation. The findings identify four interrelated principles, namely production optimization, strategic food reserves, moderate consumption, and strengthened government governance, which are reconstructed into the Islamic Food Security Governance model through state intervention, ethical regulation, and supply chain management. The proposed model provides a preventive and sustainable framework for strengthening Islamic economic resilience in addressing contemporary food-related challenges. Future studies should empirically validate the model to evaluate its effectiveness in public policy implementation.
