Abstract

The Gerakan Pangan Murah (GPM) Program is an initiative introduced by the National Food Agency to maintain food supply and price stabilization at the national level. This program has been widely implemented across regencies and municipalities throughout Indonesia. One of its implementation areas is Surabaya City, which still relies on food supplies from other regions to meet local demand. In addition, fluctuations in food inflation have further encouraged the implementation of the GPM Program in Surabaya. The implementation of the program in Surabaya is guided by the technical guidelines issued by the National Food Agency and relevant central government regulations. This research aims to describe the implementation of the GPM Program in strengthening food supply and price stabilization in Surabaya City. The research employed a qualitative approach with a descriptive research design. The analysis was conducted using the implementation model developed by Van Meter and Van Horn (1975), which consists of six variables: policy standards and objectives, policy resources, interorganizational communication and enforcement activities, characteristics of the implementing agencies, economic, social, and political conditions, and the dispositions of implementors. Primary data were collected through interviews, observations, and documentation, while secondary data were obtained through a literature review. The results indicate that the strengthening of food supply and price stabilization in Surabaya through the GPM Program has been implemented relatively well. However, several aspects still require improvement, particularly those related to policy standards and objectives, resources, and the interorganizational communication and enforcement activities.
