Abstract

This study examines the influence of institutional capacity on organizational performance within the Food Crops and Horticulture Office of Central Maluku Regency. Using a descriptive qualitative approach, the research explores key dimensions of institutional capacity, including human resources, organizational structure, management systems, and supporting infrastructure. Data were collected through in-depth interviews, field observations, and documentation studies, and analyzed using an interactive model involving data reduction, data display, and conclusion drawing. The findings reveal that institutional capacity significantly affects organizational performance. Limitations in human resource competence and quantity, suboptimal coordination across organizational units, less adaptive management systems, and inadequate infrastructure hinder the effectiveness of program implementation and service delivery. Despite these challenges, the organization demonstrates potential strengths such as staff commitment and existing procedural frameworks. The study concludes that strengthening institutional capacity through targeted human resource development, improved coordination, adaptive management practices, and enhanced infrastructure is essential for improving organizational performance. This research contributes to the literature by providing empirical evidence from a local government context in the agricultural sector, particularly in eastern Indonesia, and offers practical insights for policy and institutional improvement
