Perum DEF faces a performance imbalance, where its revenue exceeded the target but was accompanied by a significant decline in net profit and operating cash flow. A comprehensive evaluation integrating the Balanced Scorecard (BSC) and the Analytical Hierarchy Process (AHP) is proposed as a solution to identify the root causes and establish priorities. This study aims to evaluate the company's performance and determine the priority weights for each BSC perspective to formulate measurable recommendations. The research employs a mixed-methods approach, collecting quantitative data from 2024 and qualitative data through interviews, analysed via the four BSC perspectives and AHP weighting. The results of the Balanced Scorecard research reveal a bottleneck in the downstream processing of processed wood, which only achieved 68.9% of its target, as the root cause of margin erosion and the liquidity crisis. Meanwhile, the results of the Analytical Hierarchy Process weightingestablished the internal business process perspective as the highest strategic priority (46.9%), followed by the financial perspective (31.5%) as a manifestation of the crisis that needs to be addressed immediately. The study concludes that restoring financial performance depends on resolving operational inefficiencies in the downstream process. Therefore, the primary recommendation for the company is to immediately focus resources on increasing plant utilization, optimizing the supply chain, and accelerating operational cash conversion.
