Rumah BUMN Ende, as an institution fostering micro, small, and medium enterprises (MSMEs), still records data, monitors, and evaluates the performance of its supported MSMEs manually using separte Microsoft Excell spreadsheets, and has no objective standard for weighting performance indicators, so staff struggle to access MSME progress data quikly, which delays data processing and reduces evaluation accuracy. This study aims to build a web-based information system for monitoring and evaluating MSME performance that applies the Analytical Hierarchy Process (AHP) to weight performance indicators objectively and integrates it with an MSME class-promotion mechanism. The research used a qualitative approach, collecting data through participatory observation, interviews, and a pairwise-comparison questionnaire on the Saaty 1-9 scale. The system was developed using the waterfall model with PHP and MySQL for three user roles (administrator, monitoring staff, and management) and tasted using black box testing. Data were analyzed with AHP through normalization of the pairwise comparison matrix, calculation of priority weights, and a consistency ratio test. The results show that the highest priority weight belongs to the turnover-growth indicator (0.2105), followed by out-of-region marketing (0.1743), with a consistency ratio of 0.0435 (≤ 0.1), indicating consistent judgments. The system calculates MSME scores and rankings utomatically and runs class promotion in parallel with, and independently of, the AHP score. All black box test scenarios succeeded (100%), so the system supports faster, more accurate, and more systematic coaching decisions.
