Abstract

The practice of prostitution in the Kembang Kuning Public Cemetery area of Surabaya is still ongoing after the closure of the localization of Dolly and Moroseneng. This study aims to analyze the normative construction and implementation of law enforcement by the Surabaya City Civil Police Unit (Satpol PP) in accordance with Surabaya City Regional Regulation Number 2 of 2020 and Surabaya Mayor Regulation Number 87 of 2021. This study uses an empirical legal method with a juridical-sociological approach. Primary data was obtained through in-depth interviews with Satpol PP officials, female commercial sex workers (PSK), transvestite prostitution perpetrators, and the surrounding community. The results of the study show that Regional Regulation Number 2 of 2020 serves as the basis for law enforcement against prostitution, but there are problems with the synchronization of administrative sanctions provisions. Satpol PP carries out control through patrols, outreach, data collection, coaching at UPTD Liponsos Keputih, and the process of minor crimes (tipiring). However, the effectiveness of law enforcement is hampered by low fines for crimes, limited personnel and patrol frequency, alleged leaks of raid information, limited social rehabilitation facilities, and permissive attitudes among some people. This study recommends evaluating the formulation of sanctions, strengthening internal supervision, improving interagency coordination, and developing rehabilitation facilities and economic empowerment programs to support sustainable law enforcement.
