Abstract

Poverty is still a global and national problem. In the context of accelerating poverty alleviation, a strategyis needed to facilitate the government in making policy, one of which is by grouping areas so that priority areas and pilot areas can be determined. The purpose of this study is to classify provinces in Indonesia based on the variables of poverty, life expectancy, average length of schooling, expected length of schooling, and per capita expenditure in 2020 using the k-medoids cluster. This method was chosen because of the indication of outliers in the data. The results of the study resulted in 3 clusters, where cluster 1 has the characteristics of the highest poverty level, while the life expectancy, average length of schooling, and the lowest per capita expenditure, cluster 2 has the characteristics of a medium variable average, while cluster 3 has the lowest poverty rate and average the highest other variables. From this research, recommendations are given to prioritize the development of education and health systems, as well as programs for poverty alleviation in cluster 1. Meanwhile, cluster 3 can be used as a pilot area in the development of education, health, and poverty alleviation systems.
