Abstract

This study examined policy-actor dynamics in participatory development planning through the Musyawarah Perencanaan Pembangunan (Musrenbang) in Pidie Regency and identified factors constraining meaningful public participation. A descriptive qualitative approach was employed using in-depth interviews, direct observation, and document review, with findings analyzed interactively through data reduction, data display, and conclusion verification. The analysis applied six good-governance dimensions participation, transparency, accountability, rule of law, equity and inclusiveness, and responsiveness while operationalizing procedural justice through equal access, voice, reason-giving, consistency, traceability, and feedback. The findings showed that inter-actor relations remained asymmetric and were strongly influenced by government and established local actors, while ordinary citizens, women, and youth had more limited influence. Average adult attendance in village Musrenbang during 2022–2024 remained below 3%, and approximately 39.5% of community proposals were realized in 2024. Limited outreach, actor dominance, weakened public trust, and unequal access reinforced procedural rather than substantive participation. The study concluded that formal compliance alone had not ensured procedurally just development planning.
