Abstract

Scientific literacy and numeracy skills are vital in 21st-century education, requiring mastery of literacy, skills, attitudes, knowledge, and technology. However, PISA results show Indonesian students’ scientific literacy remains below the international average. Most junior high school science assessments do not fully cover the three PISA components. This study aimed to develop a scientific literacy assessment instrument integrating personal contexts and the three main PISA competencies on Newton’s Laws of Motion. Using the Research and Development (R&D) method with the ADDIE model—Analysis, Design, Development, Implementation, Evaluation—the instrument was based on OECD’s three dimensions, validated by experts, and tested in small- and large-scale trials. Conducted at a public junior high school in Lamongan, the small-scale trial involved 24 participants, and the large-scale trial involved 80. Item analysis included difficulty level, discrimination index, content validity, reliability, and distractor quality. The final results showed that the majority of students, 59 out of 80 (73.75%), were in the medium-to-low scientific literacy category, with 28 students (35%) in the fair category, 25 students (31.25%) in the very low category, and 6 students (7.5%) in the low category. This indicates that most students have not yet reached an optimal level.
