Abstract

Inequality in access to maritime transportation in Bengkalis Regency, particularly at the Sei Selari and Air Putih Ro-Ro Ports, has created substantial disruptions in the distribution of goods and the socio-economic stability of the community. Heavy dependence on these ports results in prolonged congestion, increased logistical costs, and rising public dissatisfaction. This study aims to comprehensively analyze the functional issues of the Bengkalis Ro-Ro Ports from a social science perspective, focusing on economic dynamics, access inequality, and emerging social conflicts. The research employs a qualitative descriptive method through a literature study that compiles data from previous research, policy documents, and relevant academic sources. The findings show that the limited number of ferry fleets delays goods distribution, damages perishable commodities, increases operational costs, and raises prices of basic necessities. Socially, these conditions trigger demonstrations, tensions among service users, and declining public trust in local authorities, consistent with Ralf Dahrendorf’s conflict theory. This study contributes by providing an in-depth analysis of the interrelation between transport access, local economic conditions, and conflict dynamics, while offering strategic recommendations such as fleet expansion, e-ticketing implementation, improved operational management, and the enforcement of fair queueing systems to support socio-economic stability in Bengkalis
