Abstract

Indonesia possesses abundant natural resources that are constitutionally mandated to be utilized for the welfare of its people; however, in practice, the administration of the state continues to face serious challenges in the form of corruption, collusion, and nepotism (CCN), which hinder the realization of social justice and clean governance. These practices not only cause significant financial losses to the state but also weaken public institutions, erode public trust, and reflect a profound moral and integrity crisis, particularly among public officials. The central issue addressed in this study is how CCN can be understood as a form of abuse of trust (amanah) from an Islamic perspective and to what extent the ethical value of amanah can serve as a normative foundation for preventing CCN in Indonesia. Accordingly, this research aims to analyze CCN practices based on the Qur’an and Hadith and to formulate ethical principles of amanah as a normative solution to anti-corruption efforts. This study employs a library research method by examining primary and secondary sources, including the Qur’an, Hadith, scholarly journals, and other relevant literature, which are analyzed qualitatively using thematic analysis. The findings indicate that CCN constitutes an unjust act and a betrayal of trust that is explicitly prohibited in Islam. The implications of this study highlight the importance of integrating the value of amanah into leadership ethics and anti-corruption policies as a moral foundation for promoting just and accountable governance
