Abstract

This study aims to analyze the development of the Competency-Based Curriculum (CBC) model at the Senior High School (SMA) level within the framework of Indonesia's Kurikulum Merdeka policy. Utilizing a descriptive qualitative approach with a library research method, a content analysis was conducted on policy documents, primary literature, and accredited journals published over the past five years. The primary focus of this study explores the integration of four fundamental CBC components: curriculum and learning outcomes, classroom-based assessment, teaching and learning activities, and contemporary curriculum management. The research findings reveal that the CBC model in high schools has evolved from a rigid administrative approach toward a flexible model, oriented toward essential materials and character building through the Project for Strengthening the Profile of Pancasila Students (P5). The implementation effectiveness of this model is supported by digital technology integration and the application of deep learning strategies to trigger students' critical thinking. However, this transformation faces systemic challenges, including a high administrative burden on teachers and disparities in educators' understanding of the essence of holistic competency assessment. Therefore, this study recommends the need for strategic policies regarding the simplification of curriculum management bureaucracy and the strengthening of teacher professional capacity through continuous training. The synergy between visionary curriculum design and an adaptive educational ecosystem is an absolute prerequisite for the success of competency-based curriculum transformation in the future to produce globally competent graduates.
