Abstract

Abandoned children remain a social problem that requires government intervention to ensure the fulfillment of children’s rights and welfare. In Medan City, the Social Service Agency plays a key role in addressing this issue through social rehabilitation, including outreach, assessment, temporary protection, family tracing, and reintegration. This study analyzes the agency’s role in handling abandoned children through social rehabilitation and identifies the factors that support and hinder its implementation. Using a descriptive qualitative approach, data were collected through observation, in-depth interviews, and documentation, with informants selected through purposive sampling. Data were analyzed through data condensation, data display, and conclusion drawing, and validated through source and technique triangulation. The findings show that the agency performs its role in three dimensions: as a policy, a strategy, and a communication tool. However, implementation remains suboptimal because of the absence of specific policies, the limited duration of rehabilitation, difficulties in identifying children and tracing their families, and the tendency of some children to return to the streets. The study highlights the need to strengthen post-rehabilitation assistance and sustainable family-based interventions.
