Abstract

This policy paper aims to analyze human development issues in Indragiri Hulu Regency and formulate policy alternatives to sustainably improve the Human Development Index (HDI), focusing on enhancing the value-added of agricultural products, local economic diversification, MSME development, and access to markets and economic facilities to strengthen income, education, and health. The methodology combines Bardach’s (2012) comparative policy analysis and Dunn’s (1999) approach, evaluating technical, economic, political, and administrative feasibility, and assessing program alignment within the RPJMN 2025–2029, Riau Province RPJMD, and Indragiri Hulu Regency RPJMD. The analysis indicates that agricultural product downstreaming and economic diversification are the most effective strategies for improving HDI by increasing per capita income, expanding employment opportunities, enhancing access to education and health, and empowering communities through MSMEs and agritourism. The policy demonstrates high feasibility, strong political support, and alignment with national and regional development priorities, making it a recommended priority strategy to enhance quality of life and HDI achievements in Indragiri Hulu Regency
