Objective: This study aims to explore and construct a conceptual framework for integrating prophetic values into bureaucratic ethics as a moral compass in building integrity and improving the quality of educational leadership. This study is motivated by the increasing integrity crisis, corrupt practices, abuse of authority, and weak moral role models in the educational bureaucracy, which have not been able to be addressed through a purely administrative approach. The study uses a qualitative approach with library research methods. Data were obtained through documentation of reputable scientific articles, books, official reports, and various relevant national and international literature. Data analysis was carried out through the stages of data reduction, categorization (coding), interpretation, and synthesis to produce a comprehensive conceptual framework. The study shows that the integration of prophetic values, namely siddiq, amanah, tabligh, and fathanah, can become the foundation of bureaucratic ethics that strengthens transparency, accountability, participatory communication, innovation, and decision-making oriented towards moral and spiritual values. The implementation of these values contributes to strengthening organizational culture, increasing public trust, preventing bureaucratic deviations, and creating adaptive, professional, and integrity-based educational leadership. The novelty of this research lies in the development of a conceptual model that positions prophetic values not merely as normative-religious teachings, but as a moral compass operational in the ethics of educational bureaucracy. This model integrates prophetic leadership principles with modern educational governance, offering a transformative approach to building superior school and madrasah leadership managerially, ethically, and spiritually.
