<![CDATA[ABSTRAKTesis ini membahas tentang Kebijakan Pembangunan Rumah Khusus (Rusus) Aparatur Sipil Negara Di Daerah Perbatasan Kabupaten Kapuas Hulu. Metode penelitian yang digunakan dalam penulisan tesis ini ialah menggunakan metode penelitian hukum normatif dan sosiologis. Dari hasil penelitian tesis ini diperoleh bahwa Kebijakan pembangunan perumahan bagi pegawai aparatur sipil negara di daerah perbatasan Kabupaten Kapuas Hulu, ada 4 (empat) faktor yang berpengaruh terhadap implementasi kebijakan pembangunan perumahan bagi pegawai negeri sipil di Daerah Perbatasan Kabupaten Kapuas Hulu. Adapun keempat faktor tersebut yaitu komunikasi (communication), sumber daya (resources), disposisi (disposition ) dan struktur birokrasi (bureaucratic Structure).Kata Kunci : Kebijakan, Pembangunan Rumah, Aparatur Sipil Negara AbstractThis thesis discusses the Policy on the Development of Special Houses (Rusus) of Civil Servants in the Border Regions of Kapuas Hulu Regency. The research method used in writing this thesis is to use normative and sociological legal research methods. From the results of this thesis research found that the policy of housing development for civil servants in the border region of Kapuas Hulu Regency, there are 4 (four) factors that influence the implementation of housing development policies for civil servants in the Kapuas Hulu Regency Border Region.
