<![CDATA[ABSTRAKDalam penyelenggaraan kehidupan bernegara, pemerintah dituntut untuk memajukan kesejahteraan umum yang berkeadilan sosial bagi seluruh rakyat Indonesia. Untuk mewujudkan hal tersebut, pemerintah menyediakan pembangunan infrastruktur yang diwujudkan dalam bentuk pengadaan barang/jasa.Penggunaan teknologi informasi dan komunikasi dalam proses pelaksanaan pengadaan sebagai alternatif yang dapat mengefisiensi waktu dan biaya serta meningkat transparansi dalam proses pengadaan yang dikenal dengan pengadaan barang dan jasa pemerintah secara elektronik (e-procurement). Semua proses pengadaan barang/jasa diatur dalam Perpres 54 Tahun 2010 tentang Pengadaan Barang/Jasa Pemerintah untuk memberikan pedoman prosedur mengenai tata cara pengadaan yang sederhana, jelas dan konprehensif, sesuai dengan tata kelola yang baik serta percepatan pelaksanaan APBN/APBD.Permasalahan dalam pengadaan barang dan jasa pemerintah sering terjadi yang menyebabkan persaingan tidak sehat, pengaturan dalam proses pengadaan dan tindak pidana korupsi yang menyebabkan kerugian negara. Hal ini tidak akan terjadi apabila para pelaksana memahami dan melaksanakan sepenuhnya prinsip efisien, efektif, transparan, terbuka, bersaing, adil/tidak diskriminatif dan akuntabel yang tertuang dalam Peraturan Presiden Nomor 54 Tahun 2010.Faktor-faktor kesalahan prosedur dalam pengadaan terjadi karena masih belum ada rasa tanggungjawab yang tinggi dari pelaku pengadaan selain itu masih adanya persengkongkolan dan intervensi dalam proses pengadaan yang menyebabkan terjadi tindak pidana korupsi di dalam proses pengadaan sehingga menimbulkan kerugian negara.Untuk mengurangi faktor-faktor tersebut, pelaku pengadaan (Pengguna Anggaran/Kuasa Pengguna Anggaran, Pejabat Pembuat Komitmen, Panitia Pengadaan dan Panitia Penerima Hasil Pekerjaan) yang ditunjuk adalah orang-orang yang kompeten dan memiliki akuntabilitas yang tinggi untuk mengurangi penyimpangan dalam pengadaan serta meningkatkan peran inspektorat dalam pengawasaan di proses pengadaan barang/jasa.Kata Kunci : Korupsi, Penyediaan Barang/Jasa2In organizing the life of the state, the government is required to advance the general welfare of social justice for all the people of Indonesia. To realize this, the government provides infrastructure development that is realized in the form of procurement of goods / services. The use of information and communication technology in the procurement implementation process as an alternative that can streamline time and costs and increase transparency in the procurement process known as procurement of government goods and services electronic (e-procurement). All goods / service procurement processes are regulated in Presidential Regulation 54 of 2010 concerning Procurement of Goods / Services of the Government to provide procedural guidelines regarding simple, clear and comprehensive procurement procedures, in accordance with good governance and the acceleration of the implementation of the State Budget / Regional Budget. Problems in procurement of goods and government services often occur which cause unfair competition, arrangements in the procurement process and criminal acts of corruption which cause state losses. This will not happen if the implementers fully understand and implement the principles of efficient, effective, transparent, open, competitive, fair / non-discriminatory and accountable as stipulated in Presidential Regulation Number 54 Year 2010. Factors of procedural errors in procurement occur because they are not yet there is a high sense of responsibility from the procurement actors in addition to that there is still a conspiracy and intervention in the procurement process that causes corruption in the procurement process resulting in state losses. To reduce these factors, procurement actors (Budget Users / Budget User Authorities, Commitment Officers, Procurement Committees and Work Recipient Committees) appointed are competent people with high accountability to reduce irregularities in procurement and increase the role of inspectorates in overseeing the procurement of goods / services.Keywords: Corruption, Provision of Goods / Services]]>
