Abstract

Road infrastructure development is a crucial component of improving rural community welfare as it facilitates mobility, the distribution of goods and services, and supports local economic growth. However, the road infrastructure in Silenduk Village, Dolok Batu Nanggar District, Simalungun Regency remains in poor condition, adversely affecting the social and economic activities of the community. This study aims to analyze the role of the Village Head in road infrastructure development and to identify the supporting and inhibiting factors affecting its implementation. The study employed a descriptive qualitative approach. Data were collected through observation, in-depth interviews, and documentation involving five informants, consisting of the Village Head, the Village Secretary, and three community members. Data were analyzed through data reduction, data display, and conclusion drawing, while source triangulation was applied to ensure data validity. The analysis was based on Ryaas Rasyid’s theory of governmental roles, encompassing the functions of regulator, dynamizer, and facilitator. The findings reveal that the Village Head has performed the regulatory role by incorporating road development into the Village Medium-Term Development Plan (RPJM Desa) and the Village Budget (APBDes), the dynamizer role by promoting community participation through socialization activities, and the facilitator role by organizing village deliberation forums and coordinating with the Simalungun Regency Government. Nevertheless, the implementation of road infrastructure development has not yet been fully optimized due to budget constraints and natural factors that delay construction activities. The study concludes that optimizing the Village Head’s role requires adequate financial support, stronger intergovernmental coordination, and sustainable community participation to achieve effective rural infrastructure development.
