Abstract

This study aims to analyze the implementation of Medan Mayor Regulation Number 65 of 2023 concerning the Regional Action Plan for Child-Friendly City Development for 2023–2026 in Medan City. This study employed a qualitative approach with a descriptive method. Policy implementation was analyzed using George C. Edwards III's theory, which consists of communication, resources, disposition, and bureaucratic structure. Data were collected through interviews, observations, and documentation involving relevant stakeholders in the implementation of the Child-Friendly City policy. The findings indicate that the implementation of Medan Mayor Regulation Number 65 of 2023 has not been optimal. In terms of communication, information dissemination and coordination among regional government agencies have been conducted, but they have not been fully effective and differences in understanding regarding program implementation remain. In terms of resources, limitations were identified in budget availability, human resources, and the management and maintenance of child-friendly facilities. In terms of disposition, the commitment of policy implementers has not been fully consistent, and the Child-Friendly City program is still perceived by some parties as the responsibility of certain government agencies. In terms of bureaucratic structure, coordination, division of authority, and mechanisms for managing and maintaining facilities have not been fully established. The study concludes that stronger coordination, improved resource capacity, greater commitment across government agencies, and strengthened bureaucratic structures are required to ensure effective and sustainable implementation of the Child-Friendly City policy.
