Abstract

This study evaluates the English-speaking ability of seven key staff at the Bureau for Executive Administration of West Kalimantan. English proficiency is an essential requirement for Indonesian civil servants to achieve the goals of the “SMART State Civil Apparatus 2024” and “World Class Bureaucracy 2025”. Because West Kalimantan shares a strategic land border with Sarawak, Malaysia, and engages with foreign investors and international partners, these officers regularly engage in bilateral diplomacy, security coordination, and international public relations. This research measured the practical speaking skills of these officials across five linguistic areas, such as pronunciation, grammar, vocabulary, fluency, and understanding, using a qualitative approach and Target Situation Analysis. Simulated speaking tests revealed a wide and concerning range of skill levels. Although some specialized staff showed moderate proficiency, significant weaknesses were found among the majority, particularly in diplomatic vocabulary and grammatical structure. Notably, senior leadership and frontline protocol staff displayed critical language gaps that limit international engagement and create operational risks. These findings provide a clear baseline for designing customized English for Specific Purposes (ESP) training modules. Grounded in adult learning principles, this training aims to improve the institution's communication skills and overall effectiveness in cross-border diplomacy and wider international cooperation.
