Abstract

This study analyzes the effectiveness of the digital public service of the Yellow Card at the Bogor City Labor Office. The problem underlying this research is that the implementation of digital services has not been fully carried out online and still requires direct interaction at certain stages. The purpose of this study is to assess the effectiveness of the digital Yellow Card service based on organizational effectiveness. This research uses a quantitative descriptive approach. Data were collected through questionnaires distributed to users of the digital Yellow Card service and supported by observation and documentation. The analysis was conducted using descriptive statistical techniques based on three dimensions of organizational effectiveness, namely goal attainment, integration, and adaptation. The results indicate that the digital Yellow Card service is categorized as very effective. The goal attainment dimension shows that the service has been able to improve service speed, accuracy, timeliness, and clarity of procedures. The integration dimension reflects strong coordination and communication among employees in service delivery. The adaptation dimension indicates that employees and the organization are able to adjust to technological changes and user needs. However, the digital service has not yet been fully implemented end to end because users are still required to visit the office at the final stage of service. Therefore, continuous system development and improvement are needed to optimize the effectiveness of digital public services.
