Abstract

The minimum wage is the basic wage plus the fixed allowance. The government sets a minimum wage in order to be able to prosper the workers. In the process of determining minimum wage there is often a difference of opinion between workers and employers. Differences of opinion also occurs in determining minimum wage in Denpasar, this is the background of the problems in this study. The determination of the city's minimum wage in the city of Denpasar undertaken by the wage council consisting of workers, entrepreneurs and government elements, still has problems regarding minimum wage levels, there are still workers who question the minimum wage set by the Governor. This study measures how the participation and accountability of the Wage Council in Minimum Wage City Determination in Denpasar City with Governance Theory consists of participation and accountability indicators. This research uses qualitative research methods with data collection by deep interview. Based on the reseacrh results indicate that the minimum wage determination process conducted by the wage council, seen from the participation and accountability of the wage council and the performance synergy between the wage council with the workforce has been running well but still needs to be improved again due to lack of socialization to the public regarding the current wage regime for wage setting, the government also does not socialize how the wage-setting process makes workers feel that their minimum wage is still low.
