The Smoke-Free Area (SFA) policy is a local government initiative intended to protect the public from exposure to tobacco smoke and promote a healthy environment. This study analyses the implementation of supervision and guidance for Smoke-Free Areas in Kalianda under South Lampung Regency Regional Regulation No. 3 of 2018. A descriptive qualitative approach was employed. Data were collected through interviews, observations, and documentation, and analysed through data reduction, data display, and conclusion drawing. The findings indicate that supervision has been conducted by relevant agencies, particularly the Health Office and the Civil Service Police Unit. During 2023–2024, 178 reported violations were recorded across public places, educational institutions, government offices, and healthcare facilities. The documented follow-up actions consisted mainly of verbal warnings, alongside a smaller number of written warnings. These findings suggest that supervision has been implemented, although consistency in enforcement and documentation of follow-up actions require improvement. Guidance activities have primarily taken the form of public awareness campaigns and education concerning the health risks of smoking and the requirements governing Smoke-Free Areas. Implementation challenges include limited resources, coordination among agencies, and uneven public understanding of the applicable regulations. This study is based on the issue that no Regent Regulation is being used as the technical guideline for implementing South Lampung Regency Regional Regulation No. 3 of 2018. Based on the information and documents underlying the study, South Lampung Regent Regulation No. 45 of 2017 is no longer used as an operational reference and is reported to have been revoked or discontinued. Therefore, this study focuses on the implementation of Regional Regulation No. 3 of 2018 and the need for clear technical guidance. The study concludes that effective Smoke-Free Area policy requires consistent supervision, sustained guidance, stronger inter-agency coordination, and systematic evaluation of regulatory implementation.
